- Each university may submit a total of four entries (by different entrants), two in radio, two in television in each competitions. An entrant may not enter both categories simultaneously, but may enter a different category in each competition, ie: radio in competition one and television in competition two.

If the entry is included in a professional newscast, the news director or producer must certify in writing that it is primarily the student's work. If students have no access to radio, television or cable outlets at a given university's location, the journalism administrator must certify that the student work was made available to a substantial, anonymous audience, describing how that was accomplished.
- An entry submitted once may not be resubmitted in any other competition or in any other competition year.
